  1. We had a spirited discussion Tuesday night over my legislation to change the effective start-time of on-street parking meters from 8am to 9am. The point was to allow business-district residents, many of whom pay property taxes, to park their cars in front of or near their homes without fear of being ticketed (after all the city has been working hard to encourage people to live in our business districts). Happily the measure was approved, albeit by a 5-4 vote.
