Beginning at a point on the northerly boundary of the City of Kingston; thence running
northeasterly along the northerly boundary of the City of Kingston to a point at the center
of the channel of the Hudson River; thence running southerly along the center of the
channel of the Hudson River to a point at its intersection with the center of the channel of
the Rondout Creek; thence running westerly along the center of the channel of the Rondout
Creek to a point at its intersection with the extension of the center line of Hudson Street;
thence running northerly along the center line of Hudson Street to a point at its intersection
with the center line of Spring Street; thence running northeasterly along the center line of
Spring Street to a point at its intersection with the center line of Broadway; thence running
northwesterly then northerly along the center line of Broadway to a point at its intersection
with the center line of Stuyvesant Street; thence running easterly along the center line of
Stuyvesant Street to a point at its intersection with the center line of Livingston Street;
